Lose an 800 MW unit and two clocks start running — one gives you 15 minutes, the other gives you 90. The NERC RC exam tests both, and it tests whether you know exactly where your ACE has to land when the recovery clock expires. BAL-002 questions are some of the most predictable points on the exam if you have the numbers and the recovery logic down cold.

Test Tips: How the Exam Frames Contingency Reserve and BAL-002

  • Memorize the two clocks separately. The Contingency Event Recovery Period is 15 minutes — that is how long the Responsible Entity has to recover its Reporting ACE after a Reportable Balancing Contingency Event (BAL-002-3 R1). The Contingency Reserve Restoration Period is 90 minutes, and it begins at the end of the recovery period, not at the start of the event. Distractors love to swap the two numbers or start the 90-minute clock at the moment of the trip.
  • Know where ACE has to land. If your Reporting ACE was zero or positive just before the event, you recover to zero. If it was negative, you recover to its pre-event value. "Always return ACE to zero" is a classic wrong answer — don't take the bait.
  • MSSC is the anchor. Contingency Reserve is sized to the Most Severe Single Contingency — the single event that would cause the greatest loss of resource output. That is often your largest unit, but it can also be an import on a single feed. Answer choices that hard-wire "largest generator" instead of MSSC are usually distractors.
  • Get the functional entity right. BAL-002 obligations sit with the Balancing Authority or the Reserve Sharing Group — the standard calls this the Responsible Entity — not the Reliability Coordinator. The RC monitors and directs; the BA or RSG carries the reserve and performs the recovery. The exam loves swapping RC, BA, and TOP roles in the answer choices.
  • Treat absolutes as a red flag. The recovery obligation in BAL-002-3 R1 has documented exceptions — for example, an event that exceeds the entity's MSSC. An answer stating compliance is required "in all cases, without exception" is rarely correct.
  • Keep the neighboring frequency numbers straight. BAL-001 lives next door on the exam: CPS1 is a 12-month rolling measure, and a BA may not exceed its Balancing Authority ACE Limit (BAAL) for more than 30 consecutive clock-minutes (BAL-001-2 R2). Thirty minutes is one of the most-tested numbers in the BAL family.
