You can't assess what you can't see. Before an RC runs a single Real-time Assessment, someone has to define what data it needs and who owes it. That's the data specification, and the exam loves to test who writes it, who gets it, and who has to answer it.
Test Tips
- The RC writes the spec first. IRO-010 R1 puts a documented data specification on the Reliability Coordinator. If a question asks who defines the data the RC needs, it is the RC, not the TOP.
- Know what the data is for. The specification covers the data needed for Operational Planning Analyses, Real-time monitoring, and Real-time Assessments. Answers that mention billing or market settlement are distractors.
- Writing it isn't enough. IRO-010 R2 requires the RC to distribute the specification to the entities that have data required by it. A spec sitting in a binder fails the intent.
- Recipients have an obligation. Entities that receive the RC's specification must satisfy it (IRO-010 R3). Expect "who is responsible for providing the data" to point at the data owner, not the RC.
- RC and TOP both have specs. TOP-003 is the Transmission Operator's counterpart for the data it needs. Watch for choices that swap the RC and TOP roles.
- Don't invent timelines. If an option cites a specific hour count or data refresh rate you can't tie to the requirement, treat it with suspicion.
