Energy Emergency Alerts show up on the NERC RC exam every cycle, and they show up in real control rooms every summer. If you can't recite what separates EEA-1 from EEA-3 — and who actually declares the alert — you're leaving easy points on the table. The definitions live in Attachment 1 of NERC Reliability Standard EOP-011 (Emergency Operations), and the exam pulls its distractors straight from the boundaries between levels.
Test Tips
- Know who declares the alert. The Balancing Authority experiencing the energy deficiency requests the alert, but the Reliability Coordinator declares it. Exam distractors love to hand the declaration to the BA or the TOP. When the stem asks "who declares," the answer is the RC.
- Memorize each level by its trigger, not its number. EEA-1: all available generation resources are committed to meet firm load and the BA is concerned about sustaining required contingency reserves. EEA-2: the BA is implementing load management procedures (public appeals, voltage reduction, interruptible load, demand response) but is still maintaining firm load. EEA-3: firm load interruption is imminent or in progress.
- The firm-load line sits between EEA-2 and EEA-3. This is the most common trap. If firm customers are being shed or shedding is imminent, it's EEA-3 — full stop. If the BA is cutting demand through voluntary and contractual measures but firm load is still being served, it's EEA-2.
- Economics never justify an EEA. A BA that can meet its firm load obligations — even at painful market prices — does not qualify for an Energy Emergency Alert. EEAs address the inability to meet firm load and reserve requirements, not the cost of doing so. Expect at least one answer choice built on "energy is too expensive."
- Tie EEAs back to RC authority. The RC's authority to act to preserve the reliability of its Reliability Coordinator Area is established in the IRO family of standards (IRO-001). An EEA declaration is one of the tools the RC uses to make the deficiency visible across the interconnection and mobilize assistance.
- Know how it ends. The alert is terminated when the deficient BA can again meet its firm load obligations and reserve requirements. Termination flows through the RC, same as the declaration.
