Energy Emergency Alerts show up on the NERC Reliability Coordinator exam more often than most candidates expect, and they get missed for a predictable reason: candidates memorize the numbers 1, 2, and 3 without memorizing the conditions that define them. In a real control room the distinction matters just as much — an EEA is how a Balancing Authority tells the rest of the Interconnection that it is running out of energy, and how the Reliability Coordinator makes that shortfall visible to neighbors who may be able to help.

Test Tips
- Memorize the condition, not the number. Exam questions almost never say "the BA declared an EEA 2." They describe a scenario and ask you to classify it. Anchor on the trigger language: all available resources committed and reserves at risk = Level 1. Load management measures in effect but firm load still intact = Level 2. Firm load interruption imminent or in progress = Level 3.
- Know who asks and who declares. The Balancing Authority or Reserve Sharing Group experiencing the shortfall is the Energy Deficient Entity — it makes the request. The Reliability Coordinator is the entity that declares, communicates, and terminates the alert, and that notifies neighboring Reliability Coordinators. A very common distractor flips this and has the BA declaring the EEA on its own authority.
- EEA is an energy adequacy alert, not a transmission security alert. If the scenario describes an IROL exceedance, a post-contingency overload, or a voltage security problem while the BA has plenty of energy, an EEA is the wrong tool. That is IRO and TOP territory. Reading "emergency" in a question stem and reflexively picking an EEA answer is the fastest way to lose a point.
- EEA 3 does not mean load has already been shed. Level 3 means firm load interruption is imminent or in progress. Candidates routinely reject the correct EEA 3 answer because the scenario says "the BA expects to shed firm load within the hour" and they are waiting for the breakers to open. Anticipation counts.
- Don't confuse the EEA with the reporting obligations that may follow it. Event reporting under EOP-004 and contingency reserve recovery under BAL-002 are separate standards with separate triggers and separate clocks. An EEA declaration does not satisfy an EOP-004 report, and a Disturbance Control Standard event is not an energy emergency.
- Remember the coordination purpose. The alert exists so that the RC can work with adjacent Reliability Coordinators to find assistance for the deficient entity — the coordination obligations in the IRO family, including IRO-014, are what the alert feeds into. If an answer choice frames the EEA as a purely internal BA process with no external notification, it is wrong.
A memory aid that holds up under pressure
One = no cushion. Two = everything but firm load. Three = firm load. Three words, three levels. If you can classify the scenario into one of those three buckets, the level number follows automatically.
