Facility Ratings are the foundation under every System Operating Limit (SOL) and Interconnection Reliability Operating Limit (IROL) an RC monitors. If the ratings are wrong or stale, the SOLs derived from them are wrong too — and that's a fast path to an operating decision made on bad data. Expect the NERC RC exam to test whether you know who owns FAC-008, what a Facility Rating actually is, and how it interacts with real-time operations.
Why FAC-008 Matters in the Control Room
FAC-008 is the standard that requires Generator Owners (GO) and Transmission Owners (TO) to have a documented Facility Ratings methodology and to determine ratings for their equipment consistent with that methodology. The RC does not own FAC-008 — but the RC uses the outputs (Facility Ratings) every shift to establish SOLs, run contingency analysis, and issue directives. On the exam, that ownership boundary is a common trap.

- Know the applicability. FAC-008 applies to Generator Owners and Transmission Owners. The RC, BA, and TOP are consumers of the ratings, not owners of the methodology. Distractors love to put "RC" on a FAC-008 requirement — it's wrong.
- Facility Rating is the most limiting element. Per the NERC Glossary, a Facility Rating is the maximum or minimum voltage, current, frequency, real power, or reactive power value that a Facility can support without violating applicable equipment ratings. - Ratings feed SOLs, not the other way around. SOLs (governed by FAC-011/FAC-014 and TOP-001/IRO-008) are derived using Facility Ratings as inputs. If the exam asks what limits a transmission line's flow in normal operations, the answer is usually the Facility Rating, not the SOL.
- Normal vs. Emergency ratings. Methodologies typically define multiple ratings (Normal, Long-Term Emergency, Short-Term Emergency, Drastic Action Limit). Know that the ratings differ by allowable duration, and that an RC uses the appropriate rating for the timeframe of the contingency being evaluated.
- Ambient-adjusted ratings are common. Many TOs use temperature-adjusted or dynamic line ratings. If the exam mentions ambient temperature dropping, expect line ratings to go up — and vice versa. Don't confuse a rating change with an SOL exceedance.
- The RC's role is to use and coordinate, not to set. If a GO or TO changes a Facility Rating, they notify the RC/TOP so operating limits and models can be updated. Look for answer choices that describe the RC as "establishing" ratings — those are distractors.
