Frequency is the interconnection's vital sign, and the RC exam expects you to read it like an operator, not a textbook. That means knowing what ACE actually tells you, how CPS1 and BAAL measure control performance, and which entity owns each obligation. Miss the sign convention on ACE or mix up the BAL clocks, and the exam will make you pay for it.

Test Tips

  • Know the ACE sign convention cold. Reporting ACE compares your actual net interchange against your scheduled net interchange, adjusted by your frequency bias contribution. Positive ACE means you are over-generating relative to your obligation; negative ACE means you are under-generating. A unit trip inside your area shows up as sharply negative ACE. Exam questions love to describe an event and ask what the ACE reading tells you.
  • Keep the BAL clocks separate. CPS1 is a rolling 12-month average. BAAL is a 30-consecutive-clock-minute limit. The contingency reserve recovery clock under BAL-002 (covered earlier in this series) is a different, shorter clock triggered by a Reportable Balancing Contingency Event. Distractors are built by swapping these time frames across standards.
  • CPS2 is gone. When BAL-001-2 took effect, the old CPS2 measure was replaced by the Balancing Authority ACE Limit (BAAL). If an answer choice treats CPS2 as a current requirement, it's a distractor.
  • Watch the wording "consecutive clock-minutes." BAL-001-2 R2 says a BA's clock-minute average of Reporting ACE may not exceed its BAAL for more than 30 consecutive clock-minutes. "Cumulative" or "in any hour" phrasings are traps — the requirement is about consecutive minutes.
  • Map the responsibility correctly. BAL-001 is a Balancing Authority standard. The RC monitors frequency across its area and can act or issue Operating Instructions under IRO-001, but the CPS1 and BAAL performance obligations belong to the BA. Swapped-entity answers are one of the most common trap patterns on the exam.
  • Memory aid — "Arrest, Restore, Replace." Primary frequency response (governor action and load damping) arrests the decline in seconds. Secondary control (AGC) restores ACE and frequency to schedule. Tertiary actions (reserve deployment and redispatch) replace what was lost. The BAL-003 family lives in the arrest layer, BAL-001 measures the restore layer, and BAL-002 governs replacement after contingencies.
