Frequency Response & Frequency Bias Setting (BAL-003) on the NERC RC Exam: Test Tips and 5 Practice Questions

Frequency is the one number every operator in an Interconnection shares. BAL-003 sets how much help each Balancing Authority (BA) must provide when frequency moves, and the exam loves to test the difference between obligation, measure, and bias setting. In the control room, this is what keeps a generator trip from becoming a bigger event.

Test Tips

  1. Know the three terms. Frequency Response Obligation (FRO) is what you owe. Frequency Response Measure (FRM) is what you actually delivered. Frequency Bias Setting is the value used in your ACE calculation. Exam distractors swap them.
  2. FRM must be at least as negative as FRO. BAL-003 R1 is met when the annual FRM is equal to or more negative than the FRO. More negative means more response.
  3. Frequency response is not AGC. It is the automatic MW change, mostly governor action, that arrests and stabilizes frequency in seconds. AGC and contingency reserve come later.
  4. Bias is a negative number. Expressed in MW per 0.1 Hz, the Frequency Bias Setting is entered as a negative value in the ACE equation (BAL-003 R2 covers its implementation).
  5. Do not confuse BAL-003 with BAL-002. BAL-002 is about recovering ACE and restoring contingency reserve after a Reportable Disturbance. BAL-003 is about response to Interconnection frequency events.
  6. Group compliance counts. A BA can meet its obligation through a Frequency Response Sharing Group. Read the question for who is being evaluated.

5 Practice Questions

Question 1

Under BAL-003 R1, a BA (or its Frequency Response Sharing Group) meets the standard when its annual FRM is:

  1. Less negative than its FRO
  2. Equal to or more negative than its FRO
  3. Equal to zero
  4. Equal to its Frequency Bias Setting

Question 2

The Frequency Bias Setting used in the ACE equation is entered as:

  1. A positive MW/0.1 Hz value
  2. A negative MW/0.1 Hz value
  3. A percentage of peak load only
  4. A fixed value of zero

Question 3

Which resource behavior is the primary source of frequency response in the first seconds after a large generator trip?

  1. AGC regulation pulses
  2. Manual redispatch by the BA
  3. Governor action and load response to frequency
  4. Restoration of contingency reserve

Question 4

Which statement best separates BAL-003 from BAL-002?

  1. BAL-003 addresses ACE recovery with contingency reserve; BAL-002 addresses frequency response
  2. BAL-003 addresses response to Interconnection frequency events; BAL-002 addresses ACE recovery and contingency reserve after a Reportable Disturbance
  3. Both address only generator maintenance
  4. BAL-003 applies only to Transmission Operators

Question 5

A BA has an FRO of -50 MW/0.1 Hz and a calculated FRM of -60 MW/0.1 Hz. Which conclusion is correct?

  1. It fails, because -60 is lower than -50
  2. It meets the obligation, because its FRM is more negative than its FRO
  3. It must raise its Frequency Bias Setting to a positive number
  4. The result cannot be evaluated against the FRO

Answer Key & Explanations

  1. B. BAL-003 R1 requires an annual FRM equal to or more negative than the FRO.
  2. B. The bias setting is negative in MW/0.1 Hz. BAL-003 R2 addresses implementing the Frequency Bias Setting in ACE.
  3. C. Governor action and frequency-sensitive load respond automatically and first. AGC and manual actions follow.
  4. B. BAL-003 deals with frequency response to Interconnection events. BAL-002 deals with ACE recovery and contingency reserve after a Reportable Disturbance.
  5. B. More negative means more MW of response per 0.1 Hz, so -60 satisfies an FRO of -50 under BAL-003 R1.

For BAL-003, keep the obligation separate from the result: FRO is what the BA owes, and FRM is what it delivered. As you review frequency response and the negative bias value used in ACE, join the free 30-day RC study sprint: https://epgsolutions.services/pages/free-30-day-rc-study-sprint
