Operating Plans for Emergencies (EOP-011) on the NERC RC Exam: Test Tips and 5 Practice Questions

EOP-011 shows up on the NERC Reliability Coordinator exam because it ties together three things the RC actually has to do in a real emergency: have a plan, coordinate the plan, and implement the plan. If you can keep those three verbs straight — and know who owns which piece — you'll pick off most EOP-011 questions cleanly.

Why EOP-011 Matters for the RC Exam

EOP-011 ("Emergency Operations") is the standard that requires Reliability Coordinators, Balancing Authorities, and Transmission Operators to develop, maintain, and implement Operating Plans for mitigating operating emergencies. That includes capacity and energy shortages, extreme cold- and hot-weather events, and the loss of monitoring or control capability. It is the connective tissue between routine operations and the Energy Emergency Alert (EEA) process in EOP-011 itself — and it's a favorite of exam writers because it forces you to distinguish planning obligations from real-time actions.

Test Tips

  1. Know the three verbs. EOP-011 requires entities to develop, maintain, and implement Operating Plans. If a question stem asks what an RC "shall do" outside of a real event, the answer usually lives in develop or maintain (documentation, review cycles, coordination with neighbors). If the stem is real-time, look for implement.
  2. The RC coordinates; the BA and TOP execute. On capacity/energy emergencies, the BA is the one that actually declares EEA levels within its area, but the RC coordinates across BAs and issues Reliability Directives when needed. Watch for distractors that give the RC the BA's declaration role, or vice versa.
  3. Cold-weather preparedness is fair game. EOP-011 requires Operating Plans that address extreme weather. Related generator- and BA-side preparedness lives in EOP-011 and EOP-012 (cold weather preparedness for generating units). If the question is about the RC's obligation, it's an EOP-011 Operating Plan question, not a unit-level EOP-012 question — don't get pulled into unit design specs.
  4. Load shedding is a tool, not the first step. Manual firm load shedding under EOP-011 is a directed action after conservative operations, public appeals, demand response, and reserve deployment have been used or considered. Answers that jump straight to firm load shed are usually wrong unless the stem tells you the system is already in EEA 3 or an IROL is about to be exceeded.
  5. Coordinate before you act (when time allows). EOP-011 Operating Plans are supposed to be coordinated with neighboring RCs, BAs, and TOPs. When two answer choices are both plausible operator actions, the one that includes notifying/coordinating with the neighboring RC is usually the standards-aligned answer — unless the stem makes clear time doesn't allow it, in which case the Most Conservative Action wins (see IRO-001).
  6. Documentation and review are testable. Operating Plans have to be reviewed and updated. If you see "annually," "after an event," or "following a change," those review-trigger answers are usually correct over "only when NERC requires it."
