Every operating day runs on the same analysis cycle: an Operational Planning Analysis (OPA) for tomorrow, and Real-time Assessments (RTAs) all shift long. IRO-008 puts that cycle on the Reliability Coordinator, TOP-002 puts a parallel version on the Transmission Operator, and the RC exam tests whether you know which entity does what — and on what clock. If you work a desk, you already live this cycle; the exam just wants the requirements straight.
Test Tips
- Know the two clocks cold. The OPA looks at next-day operations. The Real-time Assessment must be performed at least once every 30 minutes — IRO-008-2 R4 for the RC, TOP-001-5 R13 for the TOP. “Every hour” and “continuously” are the standard distractors. Thirty minutes is the number.
- Match the entity to the scope. The RC’s OPA assesses whether next-day planned operations will exceed SOLs and IROLs within its Wide Area (IRO-008-2 R1). The TOP’s OPA covers SOLs within its own Transmission Operator Area (TOP-002-4 R1). If a question hands IROL assessment to the TOP, that’s the trap — IROLs belong to the RC.
- An identified exceedance requires a plan. When the OPA shows a potential exceedance, the entity must have an Operating Plan to address it — IRO-008-2 R2 for the RC, TOP-002-4 R2 for the TOP. The exam wants “have an Operating Plan,” not “wait for real time and see.”
- Learn the definitions as written. A Real-time Assessment is an evaluation of system conditions using Real-time data to assess existing (pre-Contingency) and potential (post-Contingency) operating conditions. Real-time monitoring is continuous and separate — it does not substitute for the RTA. Questions test that distinction directly.
- Notification is part of the job. IRO-008 also has the RC notify impacted entities of their role in those Operating Plans. When an answer choice involves telling the entities that have to act — before they have to act — it is usually the right one.
- Memory aid: “Plan tomorrow, assess every 30.” OPA = tomorrow’s exceedances on paper. RTA = current conditions, at least every half hour.
