Every Reliability Coordinator sits next to another Reliability Coordinator. Flows do not stop at the seam, and neither do problems. That is why the exam keeps coming back to one question in different costumes: when the reliability issue crosses an RC boundary, who does what, and in what order?
Two standards carry most of the weight here — IRO-014 (Coordination Among Reliability Coordinators) and IRO-016 (Coordination of Real-time Activities Between Reliability Coordinators). IRO-014 is the pre-planned side: the procedures, processes, and plans you build before the shift. IRO-016 is the real-time side: what you do the moment you see something in a neighbor's area. Confuse the two and you will lose points you did not need to lose.

Test Tips
- Sort every question into "planned" or "real-time" before you read the answers. If the stem describes documents, agreements, procedures, or next-day coordination, you are in IRO-014 territory. If the stem describes a condition happening now — an exceedance, an unexpected flow, a contingency result — you are in IRO-016 territory. This single sort eliminates two distractors on most questions.
- Memorize the conservative-action principle, because it is the highest-yield concept in this whole area. When Reliability Coordinators do not agree that a problem exists, or do not agree on the fix, the expectation is that each RC operates as though the problem does exist until agreement is reached. The exam loves this because it is counterintuitive to anyone thinking about cost. Reliability wins the tie, every time.
- Watch the direction of authority. An RC acts to address reliability within its own RC Area — that is the IRO-001 framing. It does not reach across the seam and start issuing Operating Instructions to another RC's Transmission Operators. Cross-boundary work goes RC to RC. Any answer choice where an RC bypasses the neighboring RC and directs that neighbor's entities directly is a distractor, no matter how urgent the scenario sounds.
- "Notify" is not the finish line. A common trap answer stops at "inform the adjacent RC." Notification is the trigger, not the deliverable. The expected sequence is contact the other RC, confirm whether the problem is real, then coordinate and implement a solution. If one option says "notify" and another says "notify and coordinate a solution," pick the second one.
- Do not let the tools standards bleed in. Questions about seeing the wide-area view — monitoring, analysis tools, data exchange — belong to IRO-002 and the real-time assessment requirements in IRO-008. Questions about talking across the seam belong to IRO-014 and IRO-016. Same shift, different standard.
- Remember that three-part communication still applies. When RC-to-RC coordination produces an Operating Instruction, the COM-002 communication protocol expectations do not go away because the call was between two RCs. Exam writers like to hide a communication-protocol error inside a coordination scenario.
