Every reliability question on the RC exam eventually comes back to one thing: do you know what the system is doing right now, and what it would do after the next contingency? That is the job of the Real-time Assessment (RTA), and the exam tests it hard — cadence, responsibility, tool failures, and what happens when the results show trouble. In the control room, the RTA is the heartbeat of operational awareness; on the exam, it is one of the most predictable sources of points if you know exactly what NERC requires.

Test Tips: How the Exam Frames Real-Time Assessments

  • Nail the definition first. A Real-time Assessment is an evaluation of system conditions using Real-time data to assess both existing (pre-Contingency) and potential (post-Contingency) operating conditions. If an answer choice only covers current conditions and ignores the post-Contingency picture, it is incomplete — and probably a distractor.
  • Memorize the 30-minute clock. IRO-008-2 R4 requires each Reliability Coordinator to ensure a Real-time Assessment is performed at least once every 30 minutes. Watch for distractors that say "hourly," "each shift," or "continuously." Monitoring is continuous; the assessment runs on a 30-minute cadence.
  • Know that the TOP shares the obligation. TOP-001-5 R13 places the same at-least-every-30-minutes RTA requirement on each Transmission Operator for its own area. "RC only" answers on RTA cadence questions are traps.
  • Match the analysis to the time horizon. The Operational Planning Analysis (OPA) under IRO-008-2 R1 looks at next-day operations; the RTA looks at conditions right now. The exam loves swapping these two — read carefully whether the question says "next day" or "Real-time."
  • Tool failure does not stop the clock. The requirement attaches to the assessment, not the software. If the state estimator or Real-time Contingency Analysis goes down, the RTA still has to be performed — by alternate means if necessary. Any answer implying the obligation is suspended during an EMS outage is wrong.
  • Follow the notification chain. When an RTA shows an actual or expected SOL or IROL exceedance, IRO-008-2 R5 requires the RC to notify impacted Transmission Operators and Balancing Authorities in its RC Area. Notification does not wait for an expected exceedance to become actual.
