Real-Time Monitoring & Loss of Analysis Tools (IRO-002) on the NERC RC Exam: Test Tips and 5 Practice Questions

You can't manage what you can't see. On the NERC RC exam, and on the desk, the Reliability Coordinator is expected to keep eyes on the wide-area system at all times, and to know exactly what to do when the tools that provide those eyes go dark. Expect scenario questions on monitoring responsibilities, state estimator and contingency analysis outages, and bad telemetry.

Test Tips

  1. Scope matters. The RC monitors within its own RC Area and neighboring RC Areas for SOL exceedances and IROL exceedances. If an answer limits monitoring to the RC's own footprint only, be suspicious.
  2. Tools are not optional when they fail. The exam rewards the answer that follows the documented operating process: notify, use alternate means, and keep assessing. It punishes "wait until the tool comes back."
  3. Notification beats silence. When monitoring or analysis capability is lost, affected entities (TOPs, BAs, neighboring RCs) need to know. Pick the option that includes communication.
  4. The 30-minute clock keeps running. Real-time Assessments are required at least once every 30 minutes (IRO-008 for the RC). A failed state estimator does not pause that obligation.
  5. Don't trust one data source blindly. Questions on suspect telemetry want validation against independent or redundant data before acting on it.
  6. Operators hold the authority. System Operators should have the authority to approve planned outages of monitoring, telecommunication and analysis capabilities. Management scheduling it without operator approval is a classic distractor.

5 Practice Questions

Question 1

Which area must a Reliability Coordinator monitor for System Operating Limit exceedances?

  1. Only the Facilities owned by entities that registered with it
  2. Its own RC Area only
  3. Its own RC Area and neighboring RC Areas, as needed to identify SOL and IROL exceedances
  4. Only Facilities with a history of IROL exceedances

Question 2

The RC's state estimator fails to solve during a high-load afternoon. What is the BEST action?

  1. Wait for the vendor to restore it before assessing the system
  2. Follow the documented process: notify affected entities, use alternate analysis and monitoring means, and continue assessments
  3. Stop all outage approvals permanently
  4. Wait until the next shift to report it

Question 3

How often must the RC ensure a Real-time Assessment is performed?

  1. At least once every 15 minutes
  2. At least once every 30 minutes
  3. At least once every hour
  4. Only after a contingency occurs

Question 4

A critical line flow telemetry point suddenly reads zero while adjacent points show normal flow. What should the RC operator do FIRST?

  1. Accept the zero and remove the line from the model
  2. Ignore it since SCADA is always accurate
  3. Validate against independent or redundant data and contact the TOP for confirmation
  4. Declare an IROL exceedance immediately

Question 5

Who should have the authority to approve planned outages of the RC's monitoring, telecommunication and analysis capabilities?

  1. The RC's System Operators
  2. The IT vendor only
  3. The Regional Entity
  4. The neighboring RC

Answer Key & Explanations

  1. C. IRO-002 expects the RC to monitor Facilities in its RC Area and neighboring RC Areas to identify SOL exceedances and determine IROL exceedances.
  2. B. The RC keeps assessing using alternate means and notifies affected entities per its documented process. Waiting leaves the system blind (see IRO-002 and IRO-008).
  3. B. IRO-008 requires the RC to ensure a Real-time Assessment is performed at least once every 30 minutes.
  4. C. Verify before acting. Cross-check against redundant telemetry and the TOP, consistent with the data and monitoring expectations in IRO-002 and TOP-003.
  5. A. IRO-002 gives System Operators the authority to approve planned outages of monitoring, telecommunication and analysis capabilities.
