The Reliability Coordinator can't run a Real-time Assessment or an Operational Planning Analysis on data it never gets. That's the point behind IRO-010 and its Transmission Operator counterpart, TOP-003: before an RC or TOP can monitor anything, it first has to tell every entity in its footprint exactly what data it needs, how often, and by when. - Learn the parallel structure. IRO-010 belongs to the Reliability Coordinator. TOP-003 belongs to the Transmission Operator. Exam writers like to swap RC and TOP in the stem just to see if you're tracking which functional entity owns which standard.
- Separate “maintain” from “distribute.” R1 requires the RC or TOP to maintain a documented specification. A separate requirement (R2) requires that entity to distribute the specification to the entities holding the data it needs. Having a spec sitting in a drawer doesn't satisfy the standard — it has to reach the entities that owe the data.
- The spec has to say more than “what.” A compliant data specification lists the data elements needed, plus the periodicity (how often) and the deadline (by when) for providing it. If an exam answer choice describes a specification that only lists data elements, that's an incomplete — and wrong — answer.
- Receiving entities have obligations too. A Balancing Authority, Generator Owner, Generator Operator, Transmission Owner, Load-Serving Entity, or Distribution Provider that receives a data specification has to retain evidence that it met the request — not just send the data and move on. Don't assume the compliance burden sits only with the RC or TOP that issued the spec.
- Don't confuse this with IRO-002. IRO-002 covers the monitoring and analysis tools and the redundant data exchange capability the RC needs. IRO-010 and TOP-003 cover what data flows through those tools in the first place. If a question is asking about tool redundancy or telemetry paths, that's IRO-002; if it's asking about who defines what data gets sent, that's IRO-010/TOP-003.
- Memory aid: Spec, Send, Supply. The RC or TOP writes the SPEC (R1), SENDS it to the entities that owe data (R2), and those entities SUPPLY the data on the stated schedule. Three verbs, in order — that's the whole standard in miniature.
