SOLs, IROLs & the 30-Minute Tv Limit (FAC-011, FAC-014, IRO-009) on the NERC RC Exam: Test Tips and 5 Practice Questions

SOLs, IROLs & the 30-Minute Tv Limit (FAC-011, FAC-014, IRO-009) on the NERC RC Exam: Test Tips and 5 Practice Questions

Every RC exam leans on one distinction: a System Operating Limit is a limit you manage, an Interconnection Reliability Operating Limit is a limit you cannot sit on. In the control room, that difference decides how fast you act. On the exam, it decides whether you pick the right answer or the tempting distractor.

Test Tips

  1. Know the IROL definition cold. An IROL is a subset of SOLs that, if violated, could lead to instability, uncontrolled separation, or Cascading outages that adversely impact the reliability of the Bulk Electric System. If the question does not mention those consequences, think plain SOL.
  2. Every IROL is an SOL; not every SOL is an IROL. Distractors flip this. Eliminate any option that treats all SOLs as IROLs.
  3. Tv is a clock, not a target. The IROL Tv is the maximum time an IROL can be exceeded before instability, uncontrolled separation, or Cascading outages occur. The RC defines it per IROL, and it cannot exceed 30 minutes (IRO-009). Pick the answer that gets the system back inside the limit well before Tv runs out.
  4. Know who owns what. The RC has a documented SOL methodology (FAC-011) and establishes SOLs and IROLs for its RC Area (FAC-014). The TOP's methodology covers its own area. Watch for answers that hand the RC's job to a BA or GOP.
  5. Methodology vs. real-time. FAC-011 and FAC-014 are about how limits are developed and communicated. IRO-009 is about operating against an IROL in real time. Match the standard to the verb in the question: develop, communicate, or mitigate.
  6. Beware invented numbers. If an option gives a Tv of 60 minutes, or says the TOP sets the Tv, it is a distractor. The RC defines and communicates Tv, and the cap is 30 minutes.

5 Practice Questions

Question 1

Which statement best describes an IROL?

  1. Any SOL that is exceeded for more than one hour
  2. An SOL that, if violated, could lead to instability, uncontrolled separation, or Cascading outages that adversely impact the BES
  3. A limit set by the BA to maintain scheduled interchange
  4. The thermal rating of the most limiting element on a Facility

Question 2

What is the maximum value an RC may assign as the IROL Tv?

  1. 15 minutes
  2. 30 minutes
  3. 60 minutes
  4. There is no maximum if the RC documents the basis

Question 3

Which entity is responsible for defining and communicating the IROL Tv for IROLs in an RC Area?

  1. The Balancing Authority
  2. The Generator Operator
  3. The Reliability Coordinator
  4. The Transmission Owner

Question 4

A flowgate in your RC Area is exceeding its SOL, but your analysis shows no risk of instability, uncontrolled separation, or Cascading outages. How should this be classified?

  1. An IROL exceedance requiring action within Tv
  2. An SOL exceedance that is not an IROL, handled through normal operating processes and Operating Plans
  3. An Energy Emergency Alert Level 3
  4. A reportable misoperation

Question 5

Which activity is the focus of the RC's documented SOL methodology?

  1. Dispatching generation to meet Area Control Error limits
  2. Scheduling maintenance outages for Protection Systems
  3. Describing how SOLs are determined, including how the subset of SOLs that qualify as IROLs is identified
  4. Issuing Operating Instructions to Generator Operators

Answer Key & Explanations

  1. B. This is the IROL definition in the NERC Glossary. Option A invents a time test, and C and D describe unrelated concepts.
  2. B. IRO-009 requires the RC to define the IROL Tv, and it shall not exceed 30 minutes.
  3. C. The RC defines the Tv for each IROL in its RC Area and communicates it to its TOPs and BAs (IRO-009 R1).
  4. B. Not every SOL is an IROL. The IROL subset is identified under the RC's SOL methodology (FAC-011). Without the instability, separation, or Cascading consequence, the Tv clock does not apply.
  5. C. FAC-011 requires the RC to have a documented SOL methodology, which covers how SOLs are developed and how IROLs are identified. Establishing and communicating the resulting limits falls under FAC-014. Dispatch, maintenance, and Operating Instructions are covered elsewhere.
