Every RC exam covers emergency preparedness and operations, and system restoration is where a lot of candidates give away easy points. The material feels familiar — everyone has heard of blackstart — but the exam tests the exact role split between the Transmission Operator and the Reliability Coordinator, and that is exactly where the distractors live.
Test Tips
- Know the role split cold. EOP-005 belongs to the TOP: develop, maintain, and implement the system restoration plan. EOP-006 belongs to the RC: coordinate restoration across the Transmission Operators in its RC Area and with neighboring RCs. Exam distractors routinely swap these two roles.
- Who approves the TOP's plan? The RC. EOP-005-3 R1 requires each Transmission Operator to have a restoration plan approved by its Reliability Coordinator. If an answer choice says NERC, the Regional Entity, or the Balancing Authority approves it, that choice is a distractor.
- Memorize the Blackstart Resource definition. The NERC Glossary definition hinges on one phrase: the ability to be started without support from the System, or to remain energized without connection to the remainder of the System. Distractors describe fast-start peakers or the largest unit on the system — starting speed and unit size are not the test.
- Resynchronizing islands means frequency, voltage, and phase angle. Think synchroscope. An answer that checks only frequency and voltage but leaves out phase angle is incomplete on purpose.
- Know the calendar-year numbers. Blackstart Resource testing must verify each resource at least once every three calendar years (EOP-005-3 R9). When the exam asks "how often," NERC intervals are usually stated in calendar years, not months.
- Load pickup is a frequency tool, not the first goal. In restoration you stabilize the island first — cranking paths, next-start units, voltage control — then pick up load in increments to help hold frequency. Any answer that makes "restore all customer load immediately" the first priority is a trap.
