Why This Matters on the Exam
IRO-006 is the standard that governs the RC's use of the TLR procedure to relieve or prevent SOL/IROL exceedances that involve transfers across RC areas. It works together with IRO-001 (RC authority), IRO-008 (Real-time and Operational Planning Analyses), and TOP-001 (Transmission Operator obligation to comply with RC directives). The exam frequently blurs the line between an RC-issued directive, a NAESB-tagged Interchange curtailment, and a local TOP re-dispatch — knowing which tool belongs to which entity is a common trap.
Test Tips
- Know who owns the call. Only the RC directs TLR under IRO-006. A TOP can request relief, but the RC issues the directive. On the exam, if the question puts a TOP in the driver's seat of a TLR, that answer is almost always wrong.
- Directives are mandatory, not advisory. Under TOP-001 and IRO-001, TOPs, BAs, and GOPs must comply with RC Operating Instructions unless doing so would violate safety, equipment, regulatory, or statutory requirements — and then they must tell the RC immediately. "I'll get to it after the next hour" is not compliance.
- TLR is Eastern Interconnection. IRO-006 currently has interconnection-specific attachments (e.g., IRO-006-EAST for the Eastern Interconnection TLR procedure and IRO-006-WECC for the Western Interconnection's Unscheduled Flow Mitigation Plan). If a question describes ATC-based curtailments and NAESB tags, it's Eastern. If it references qualified paths and phase shifters as the primary relief tool, it's Western. ERCOT is its own island and does not run TLR.
- Congestion relief is a layered toolkit. Real-world sequence: reconfiguration and re-dispatch by the TOP/BA first, then RTO market redispatch where applicable, then TLR / Unscheduled Flow Mitigation for inter-area transfers, and finally firm load shed as the last resort. The exam rewards candidates who reach for the least-disruptive effective action first.
- Post-Contingency vs. Pre-Contingency matters. An actual SOL/IROL exceedance requires action to return the system to within limits within the IROL Tv (typically 30 minutes for an IROL). A studied post-contingency exceedance from your Real-time Assessment (IRO-008) still requires action so that no single Contingency would cause an IROL violation — that's a common trick answer.
- Communicate like it counts. Every RC directive during a TLR must be issued using three-part communication per COM-002. The exam loves scenarios where the operator "acknowledged" instead of repeating back — mark that as non-compliant.
