Transmission Operator Reliability Obligations & RC-to-TOP Directives (TOP-001) on the NERC RC Exam: Test Tips and 5 Practice Questions

NERC RC exam study visual for Transmission Operator obligations and RC-to-TOP directives (TOP-001)

If you're prepping for the NERC Reliability Coordinator (RC) certification exam, TOP-001 — Transmission Operations — is a standard you cannot skim. It sets the operating obligations of the Transmission Operator (TOP) and, critically for RC candidates, defines how the TOP must respond to directives issued by the Reliability Coordinator. The exam loves the seams between these roles, and TOP-001 is where those seams are written down.

Why TOP-001 Matters for RC Candidates

The RC has the Wide-Area View and authority to act to prevent or mitigate instability, uncontrolled separation, or Cascading. But the RC doesn't operate the equipment — the TOP does. TOP-001 is the standard that makes the RC's authority actionable at the substation level, and it dictates the TOP's independent obligations to maintain reliability within its Transmission Operator Area. Expect questions that test whether you know who does what, when a directive must be followed, and how the TOP is supposed to respond when it can't comply.

Test Tips

  • Know the "comply or challenge" rule. TOP-001 requires the TOP to comply with Reliability Directives issued by its Reliability Coordinator unless doing so would violate safety, equipment, regulatory, or statutory requirements. If the TOP cannot comply, it must inform the RC immediately. On the exam, "push back and discuss it" is a distractor — the correct behavior is comply, or inform the RC why you can't.
  • Reliability Directive is a defined term. Not every instruction from an RC is a Reliability Directive. Watch for the exam using casual coordination calls to bait you into invoking the directive language. A Reliability Directive is issued to address an Emergency or maintain reliability of the Bulk Electric System.
  • Three-part communication is required for directives. TOP-001 leans on COM-002 here. When a directive is issued, expect: issuer states the directive, receiver repeats it back, issuer confirms. If any leg is missing, the answer is wrong.
  • The TOP has independent obligations too. Even without an RC directive, the TOP must operate within SOLs, keep its Real-time Assessment current, and act to prevent or mitigate exceedances within its Transmission Operator Area. The exam will test whether you wait for permission or act — when it's inside your area and within your authority, you act, then inform.
  • Know the notification triggers. The TOP must notify its RC (and neighboring TOPs/BAs as applicable) when it takes actions that could impact other entities, when it identifies an actual or expected SOL/IROL exceedance, and when it cannot comply with a directive. If an answer choice says "wait until the next shift briefing," it's wrong.
  • Distinguish TOP-001 from IRO-001. IRO-001 is the RC's authority side of the same coin; TOP-001 is the TOP's obligation side. Exam questions written from the RC's seat usually pull from IRO-001; questions written from the TOP's seat pull from TOP-001. Read the stem carefully to see which chair you're sitting in.

5 Practice Questions

  1. A Reliability Coordinator issues a Reliability Directive to a Transmission Operator to open a specific 345 kV line to relieve a post-contingency IROL exceedance. The TOP operator believes a different line would be a better choice. What is the TOP required to do under TOP-001?

    • A. Open the line the TOP prefers and inform the RC afterward.
    • B. Comply with the RC's directive, unless doing so would violate a safety, equipment, regulatory, or statutory requirement.
    • C. Refuse the directive and require the RC to issue it in writing before acting.
    • D. Escalate to the TOP's shift supervisor before acting on any RC directive.
  2. Under TOP-001, when a Transmission Operator cannot comply with a Reliability Directive from its Reliability Coordinator, what must the TOP do?

    • A. Document the reason in the operator log and address it during the next shift turnover.
    • B. Comply anyway and file an exception through the compliance department later.
    • C. Immediately inform the Reliability Coordinator that it cannot comply.
    • D. Wait for the RC to reissue the directive with additional justification.
  3. A Transmission Operator identifies that a facility inside its Transmission Operator Area is projected to exceed its SOL within the next 30 minutes based on the current Real-time Assessment. Which action best aligns with the TOP's obligations under TOP-001?

    • A. Wait for the Reliability Coordinator to issue a Reliability Directive before taking any action.
    • B. Take actions within its authority to prevent or mitigate the SOL exceedance and notify its Reliability Coordinator.
    • C. Notify only the affected Generator Operator and continue monitoring.
    • D. Reduce the SOL in the model and rerun the assessment before acting.
  4. Which communication method is required by NERC standards when a Reliability Coordinator issues a Reliability Directive to a Transmission Operator?

    • A. A single-part statement of the directive; readback is optional if the directive is short.
    • B. Three-part communication: issuer states the directive, receiver repeats it, issuer confirms.
    • C. Email confirmation within 30 minutes of the verbal instruction.
    • D. Two-part communication: the receiver acknowledges by saying "copy."
  5. A Transmission Operator plans to switch a transmission element out of service for maintenance. The outage is expected to affect flows on a neighboring TOP's system. Under TOP-001, what is the TOP required to do before taking the action?

    • A. Nothing — it is inside its own Transmission Operator Area.
    • B. Notify its Reliability Coordinator and coordinate as necessary with impacted entities.
    • C. Post the planned outage on its public website 24 hours in advance.
    • D. Request written approval from FERC before executing the switching.

Answer Key & Explanations

  1. B. TOP-001 requires the TOP to comply with Reliability Directives issued by its RC unless compliance would violate a safety, equipment, regulatory, or statutory requirement. Personal preference for a different action is not a valid basis to refuse.
  2. C. If the TOP cannot comply with a Reliability Directive, TOP-001 requires it to inform the RC immediately so the RC can take alternative action. Silent non-compliance is a violation.
  3. B. The TOP has an independent obligation under TOP-001 to act within its authority to prevent or mitigate SOL exceedances in its Transmission Operator Area and to notify the RC. It does not wait for a directive to act inside its own area.
  4. B. COM-002 requires three-part communication for Operating Instructions and Reliability Directives: issuer states, receiver repeats, issuer confirms. TOP-001 relies on this communication protocol for directives.
  5. B. TOP-001 requires the TOP to coordinate with its RC and impacted entities before taking actions that could affect the reliability of interconnected systems. A planned outage with cross-boundary impact is exactly that.

Keep Sharpening

TOP-001 is where the RC's authority becomes the TOP's action. Get comfortable with the "comply or inform" rule, the three-part communication requirement, and the TOP's independent duty to act inside its own area — and you'll pick up easy points on exam questions others miss.
