Test Tips: How FAC-003 Actually Shows Up on the Exam

  1. Know the applicability line. FAC-003 applies to overhead transmission lines that are part of an IROL or a Major WECC Transfer Path, and to overhead transmission lines operated at 200 kV and above. Watch for distractors that try to sweep in underground lines, station bus work, or generator leads — FAC-003 targets overhead right-of-way (ROW) vegetation, not equipment inside substation fences.
  2. Learn the four Categories of vegetation-related outages, in order. Category 1 is a grow-in from vegetation inside the ROW; Category 2 is a fall-in from vegetation inside the ROW; Category 3 is a fall-in from outside the ROW; Category 4 is a blowing-together outage. On the exam, Categories 1 and 2 are the “the utility should have prevented this” ones — those are what FAC-003 is designed to drive to zero.
  3. MVCD is the concept to remember, not the numbers. The Minimum Vegetation Clearance Distance (MVCD) is the closest a plant may get to an energized conductor before it becomes a flashover risk. You do not need to memorize the IEEE 516 tables — you need to know that MVCD is voltage- and altitude-dependent, and that Transmission Owners must keep vegetation outside it under all rated conditions of the conductor.
  4. The RC is a coordinator, not the vegetation cop. The Transmission Owner owns FAC-003 compliance. The Reliability Coordinator’s exam-relevant role is coordination and situational awareness: understanding when a vegetation outage has occurred on an IROL-linked line, receiving notifications, and taking the most conservative action when a TO reports a real-time encroachment that could threaten reliability.
  5. Watch the reporting language. A “sustained outage” in FAC-003 is one caused by vegetation on an applicable line — a momentary that reclosed is not the same thing. If a question hinges on whether an event is reportable, look for wording about the breaker locking out or the line remaining out of service.
