More NERC RC exam questions are decided by who than by what. The scenario describes a perfectly plausible action — restoring reserves, adjusting a generator's voltage schedule, shedding load, directing a reconfiguration — and four answer choices that all describe real work someone in the industry actually does. The only thing separating the correct answer from the distractors is which functional entity the standard actually obligates.
In the control room this matters just as much. Calling the wrong entity during an event wastes minutes you do not have, and issuing an instruction outside your authority creates a compliance problem on top of an operating problem. Here is how to keep the roles straight under exam pressure.
Test Tips
- Read the Applicability section in your head before you read the answers. Every NERC standard names the functional entities it applies to. If a question is built on VAR-002, the obligated party is the Generator Operator — a Transmission Operator answer is a distractor no matter how reasonable it sounds. Train yourself to identify the governing standard family first, then ask who that family applies to.
- Anchor on the wide-area vs. local-area split. The Reliability Coordinator has the wide-area view and the highest level of operating authority within its Reliability Coordinator Area. The Transmission Operator operates its own Transmission Operator Area. When a question describes a problem visible only by looking across multiple TOP or BA footprints — or coordination between neighboring areas — the answer is almost always the RC.
- Balancing is the BA's job; flow is the TOP's job. Frequency, ACE, and reserve recovery live with the Balancing Authority (the BAL family). Facility loading, voltage, and SOL exceedances live with the Transmission Operator (the TOP family). If the exam gives you a frequency deviation, stop scanning the transmission answers.
- "Act or direct others to act" is the giveaway phrase. Directing is an authority function. When a stem asks who may direct another entity to take action to address a reliability problem, you are being tested on RC or TOP authority — not on who physically operates the equipment. The entity that pushes the button is frequently not the entity the standard holds responsible for the decision.
- Watch for the Planning Coordinator and Transmission Planner trap. Program design work — such as designing an underfrequency load shedding program under the PRC family — sits with planning entities, while real-time implementation sits with operating entities. Exam writers love to put a planning responsibility in a real-time scenario and see if you take the bait.
- Do not confuse registration with job title. A single utility can be registered as a TOP, a BA, and a TO at once, and one person at a desk may be performing several of those functions. The exam tests the function, not the org chart. Answer as the standard is written.
