NERC Level 3 Alert Responses Due Monday: The Computational Load Clock Runs Out August 3

If you're registered as a TP, PC, TO, BA, RC, or TOP, your response to NERC's Level 3 computational load Alert is due via the NERC Alert System by Midnight Eastern, Monday, August 3.

NERC issued the Alert on May 4, 2026, after Level 2 Alert responses showed most entities lacked sufficient processes to handle risks from data centers, AI training facilities, and crypto mining loads interacting with the bulk power system.

The Alert lays out seven Essential Actions — spanning load modeling (PERC1 at minimum), stability studies, commissioning processes, ride-through coordination, dynamic fault recording, and Interpersonal Communication with computational load entities. A valid response requires all three steps in the Alert System: acknowledgement, submission, and approval. Under Rule 810, U.S. responses get aggregated and reported to FERC.


What This Means for Your Control Room and Planning Desk

This isn't a check-the-box survey. NERC is asking pointed questions: does your modeling data collection cover IT vs. non-IT load composition? Does your definition of "qualified change" trigger restudies when a data center repurposes from storage to AI training?

Your answers feed two things — the anonymized report to FERC, and the standards work already moving under Project 2026-02 and the draft Computational Load Entity registry criteria. Entities answering "no plans to modify" should expect that gap to show up in future mandatory requirements.

One more note for operators: Essential Action 7 expects TOPs, RCs, and BAs to establish direct communication capabilities with large computational loads. If a 500 MW facility in your footprint can drop offline on a voltage dip, you need eyes on it — and a phone number for it — before the disturbance, not after.
