ERCOT Freezes Batch Zero Classification for Data Center Large Loads
On August 3, 2026, ERCOT received a letter from Texas Governor Greg Abbott directing it to run a verification process before advancing any data center Large Load through the interconnection process.
ERCOT responded the same day with Market Notice M-A080326-01. The notice states plainly that ERCOT will not notify Interconnecting Distribution Service Providers and Transmission Service Providers of how any Large Load is classified in the Batch Zero Interconnection Study by August 7, 2026.
That deadline has now passed without notification. ERCOT says it will file a request for a good cause exception to the Batch Zero timelines and process in ERCOT Planning Guide Sections 5 and 9, ahead of the PUCT's August 20, 2026 open meeting. ERCOT will consult with the PUCT on next steps.
What This Means for Operators, Planners, and Compliance Teams
Batch Zero was the first attempt to study a statewide block of large load requests as one coordinated set instead of one queue position at a time. The PUCT approved that process on June 18, 2026. Classification was the gate — it told each TSP and DSP which loads were eligible to move forward and where model or data deficiencies existed.
With classification on hold, transmission planners lose the load assumptions they were building the next planning cycle around. If the verification step changes which projects are counted as real, the load forecast underpinning those studies shifts with it — and so does the transmission plan targeted for Fall 2027.
Operators should also read this alongside FERC's June 18 show cause orders to all six jurisdictional RTOs and ISOs on large load integration. The regulatory direction is consistent across regions: prove the load is real, prove who pays for the upgrades, and prove the system can hold the interconnection before the interconnection happens. Speculative and duplicated data center requests are the problem everyone is now trying to filter out.
Watch the PUCT's August 20 open meeting. The good cause exception filing will define the new timeline, and whether Batch Zero restarts, slips, or gets restructured.
