The First Mandatory NERC Standard for Data Centers Goes Public This Month
NERC's Large Loads Action Plan Q2 2026 Update confirms the schedule: the proposed Reliability Standards for computational load will be issued in August for a 45-day comment period, with a second comment period in the fourth quarter and final Board approval targeted for December.
Running alongside it, NERC is reopening comment this month on revisions to Rules of Procedure Appendix 5B, the Statement of Compliance Registry Criteria, to create a new functional entity type: the Computational Load Entity. The Level 3 Alert states the working threshold under consideration as loads 20 MW and greater, connected at 60 kV, containing more than 1 MW of IT load.
This lands nine days after the hard stop on the Level 3 Essential Action Alert issued May 4. Acknowledgement was due May 11. Reporting closed August 3, 2026, at midnight Eastern. TPs, PCs, TOs, BAs, RCs, and TOPs were all in the distribution.
What This Actually Changes in the Control Room and the Planning Group
The seven Essential Actions in the Level 3 Alert are the draft blueprint for what becomes enforceable. Planning Coordinators and Transmission Planners are being told to model IT load separately from non-IT load, use the PERC1 model or better, collect ramp rates and UPS settings, and represent the facility protection that can drop the load off the system. Planning Coordinators also have to revise their definition of qualified change so a data center repurposing from crypto to AI training actually triggers a restudy.
Transmission Owners get a commissioning process with real teeth — full-load and no-load testing with the compute equipment installed, plus or minus 10 percent voltage excursion testing, functional SCADA and protection checks, and a coordinated checklist with the RC, TOP, and BA before energization. TOs also get dynamic fault recording at these sites.
For operations, Essential Action 7 is the one to read twice. TOPs, RCs, and BAs must establish Interpersonal Communication capability directly with computational load entities and build joint operating procedures so instructions can actually reach the facility during planned work and emergencies. NERC issued this at Level 3 because it observed customer-initiated large load reductions and oscillations happening in seconds — faster than an operator can respond.
