Abbott Directive Freezes ERCOT's Data Center Interconnection Timeline
On August 3, 2026, ERCOT received a letter from Governor Greg Abbott directing the grid operator to conduct a verification process before advancing any data center Large Loads through the interconnection queue.
The directive stopped a key milestone cold. ERCOT had committed to notifying every Interconnecting Transmission and Distribution Service Provider by August 7 of how each Large Load was classified under the Batch Zero Interconnection Study. Based on the Governor's letter, that notification did not go out.
ERCOT confirmed it will file a good cause exception with the Public Utility Commission of Texas ahead of the PUCT's August 20 open meeting, seeking relief from the timelines and process set out in ERCOT Planning Guide Sections 5 and 9.
What This Means for Interconnection and Reliability Teams
Batch Zero was supposed to be the fix — a system-wide study process built to separate serious data center commitments from speculative ones before transmission capacity gets allocated. ERCOT is currently tracking more than 438,000 MW of large load interconnection requests, with data centers accounting for roughly 89 percent of that queue. A governor-level verification requirement layered on top of an already-approved process signals Texas isn't ready to move forward on scale alone.
For transmission planners, the practical effect is a stalled classification notice utilities were counting on to sequence studies and staff up for the next phase. For reliability coordinators and compliance teams, it's a reminder that large load interconnection is now a live political and regulatory issue that can move outside the normal stakeholder process on short notice.
