FERC Clears SPP's HILL/HILLGA Process, Opening a 90-Day Path for Large Loads and Paired Generation
FERC has accepted Southwest Power Pool's tariff revisions creating two linked processes: the High Impact Large Load (HILL) study process and the High Impact Large Load Generation Assessment (HILLGA). The order was issued in Docket No. ER26-247-000, with a subsequent compliance filing (ER26-247-001) submitted by SPP on February 6, 2026 and further Commission action through the summer.
The centerpiece is the Load Limited Resource Interconnection Service (LLRIS). LLRIS caps a generator's output at the forecasted hourly load of the nearby large load it serves. Because incremental generation is matched to incremental load, the net transmission impact is designed to approach zero — which is the mechanism SPP is using to sidestep long-cycle network upgrades.
Under the tariff, SPP will run a 90-day study-and-approval process for large loads paired with on-site or nearby generation, or paired with existing or already-planned generation. That is a fraction of the time a conventional generator interconnection request spends in queue.
What This Means in the Control Room and the Planning Office
For reliability coordinators and transmission planners, HILLGA changes the intake path for the loads driving most of the current headline growth — hyperscale data centers, industrial electrification, and co-located generation deals. Expect faster commitments, tighter coupling between load forecasts and generator dispatch assumptions, and new modeling obligations for load-limited resources that do not behave like conventional queue-cleared generators.
For compliance teams, LLRIS introduces a resource class whose output is contractually bounded by an associated load. TOP, IRO, and MOD standards touching load and resource modeling, real-time assessments, and outage coordination will need updated procedures and evidence trails. Expect regional entity questions on how load-limited output caps are represented in state estimator cases, RTCA contingency sets, and operating plans.
This also sits alongside NERC's Level 3 Essential Action Alert on computational loads (responses due August 3, 2026) and FERC's June 18 show cause orders to the six RTOs on large load integration. The regulatory direction is consistent: shorten the path for large loads, but tighten the reliability and modeling discipline around them.
