NERC Racing a Year-End Deadline to Register and Regulate Data Center Loads

FERC has directed NERC to finalize both new registry criteria and an initial Reliability Standard for computational loads by the end of calendar year 2026. The Standards Committee launched Project 2026-02 on March 16, posted the Standard Authorization Request on April 1, and closed a 45-day public comment window on May 15.

The proposal creates a brand-new functional entity — the Computational Load Entity (CLE) — capturing loads that are 20 MW or greater, connected at 60 kV or above, and containing more than 1 MW of IT load (servers, storage, networking).

NERC also issued a Level 3 Essential Action Alert in May 2026 on computational load modeling, with responses from listed registered entities due August 3, 2026. Level 3 is the most serious tier of NERC alert — it demands action, not acknowledgment.


What This Means in the Control Room and the Planning Office

If your BA, TO, or GO footprint has a hyperscaler, colo, or crypto site above the 20 MW / 60 kV / 1 MW-IT threshold, that customer is about to become a registered entity with its own set of mandatory standards — and your interconnection, modeling, and coordination obligations shift with it. Expect ride-through, load-shedding behavior during faults, and harmonics data to become audit-grade evidence, not one-line assumptions.

Transmission Planners and Planning Coordinators should already be reworking dynamic load models to reflect the sub-second trip behavior observed in the 2024–2025 Northern Virginia and ERCOT events. Reliability Coordinators need visibility into simultaneous, correlated large-load drop-off — a single voltage sag can now instantly move hundreds of megawatts of demand.

Compliance teams: the year-end initial standard will not wait for anyone. Start scoping which of your customers meet the CLE definition and which existing PRC, TPL, MOD, and FAC standards get re-scoped when they do.
