DOE's $100 Billion Paducah Energy Hub Puts a 1.8-GW AI Campus on Co-op and Municipal Wires

The Department of Energy announced the development of a new American Energy Hub at its Paducah Site in western Kentucky, in an announcement published August 4, 2026. Secretary of Energy Chris Wright and Assistant Secretary of Environmental Management Tim Walsh outlined a $100 billion buildout — one of the largest investments in Kentucky's history.

The plan: 2 gigawatts of new grid-connected natural gas generation, up to 2.6 GW of battery energy storage, and upgrades to existing transmission — all supporting a 1.8-GW AI and high-performance computing campus on roughly 785 acres of leased federal land. Construction is expected to be complete in 2031.

DOE selected Brookfield to develop and operate the data center campus and NextEra Energy to build and own the dedicated energy resources. It's the second hub of its kind, following the Portsmouth Site announcement in March. The project is expected to create roughly 8,000 construction jobs and 600 permanent jobs.


Why the Service Arrangement Matters More Than the Megawatts

Look past the headline numbers. The power delivery chain is the story: Big Rivers Electric — a G&T cooperative — provides wholesale service. Jackson Purchase Energy Cooperative handles retail. Paducah Power System, a municipal, is a community partner. The power service agreement still needs Kentucky Public Service Commission approval.

Gigawatt-class computational load is no longer just an investor-owned or RTO problem. Co-ops and municipals are now front-line counterparties — and every planning assumption about load shape, ramp behavior, and voltage sensitivity gets stress-tested. Note the design choice: generation and storage capacity will exceed campus needs, with excess energy flowing to the regional grid. That means interchange schedules, interconnection studies, and protection coordination work for neighboring operators — not just the host utilities.
