Batch Zero Verdict Day: ERCOT Sorts 438 GW of Large Load Requests

Today is ERCOT's deadline to notify Transmission and Distribution Service Providers of Batch Zero classification results — the first system-wide, batch-style sort of large load interconnection requests run by any ISO in the nation.

Every project of 75 MW or greater that made the July filing deadlines learns whether it enters as Base Load, Studied Load, or Excluded Load. Base Load keeps the capacity earned through prior studies. Studied Load waits on a system-wide study — full allocation, partial, or hold. Excluded Load waits for Batch 1, opening Summer 2027.

The stakes: ERCOT is tracking more than 438,000 MW of proposed large load demand — nearly 90% of it data centers — against an all-time system peak of 85,508 MW. The batch framework (PGRR145/NPRR1325) was adopted by the ERCOT Board on June 2 and approved by the PUCT on June 18. The legacy one-at-a-time study process under PGRR115 ended July 10.


Why Classification Day Matters Beyond Texas

ERCOT just replaced serial interconnection studies with a coordinated batch model — the same shift generation queues went through years ago, now applied to load. Every RTO staring down a data center queue is watching how this lands.

For transmission planners, today's classifications set the study population for the Spring 2027 capacity allocations and the Fall 2027 transmission plan. The deficiency notices going out today — missing dynamic models, incomplete data — are the items that will quietly sink projects if they sit unresolved.

For operators and reliability coordinators, watch the two new connection pathways: WLPUN loads netting against on-site generation, and PCLR loads that ERCOT can curtail through dispatch when local constraints bind. Both put large loads inside the operational toolkit — and both need procedures, telemetry, and operator training in place before the first curtailment instruction goes out.
