DOE Issues Emergency 202(c) Order for PJM as Peaks Push Toward the Record

Late on July 14, Energy Secretary Chris Wright issued an emergency order under Section 202(c) of the Federal Power Act to reduce blackout risk across the Mid-Atlantic. The order responds to an application PJM filed on July 13 and is in effect from 11:59 p.m. EDT July 14 through 11:59 p.m. EDT July 21.

The order directs PJM to dispatch specified units and order their operation as needed to maintain reliability. It also authorizes PJM to call on backup generation resources as a last resort before declaring an Energy Emergency Alert 3 — or during one — and to work through its transmission owners and electric distribution companies to implement it. DOE estimates more than 35 GW of unused backup generation remains available nationwide.

The timing is no accident. PJM has issued a Maximum Generation Alert and Load Management Alert for July 15, with a forecasted peak of 164,553 MW — within roughly 3,600 MW of the all-time record of 168,158 MW set July 2. The Hot Weather Alert now runs through at least July 17.


What a 202(c) Order Means on the Desk This Week

A 202(c) order changes the playbook. Units dispatched under it can operate beyond normal environmental permit limits, and PJM can commit backup resources that never clear the market on an ordinary day. Operators should know exactly which units are covered before the afternoon ramp — not during it.

For reliability coordinators and transmission operators, the sequencing matters: the order puts backup generation in play before EEA 3 is declared, not after. That makes conservative operations, tight load forecasting, and demand response readiness the difference between an alert day and an event day.

Compliance teams should be capturing everything in real time — dispatch instructions, alert declarations, and unit output under the order. Emergency-order operations draw scrutiny after the fact, and clean logs beat reconstructed timelines every time.
