FERC's 60-Day Clock on Large-Load Tariffs Is Running Out
On June 18, 2026, FERC issued tailored show cause orders under Section 206 of the Federal Power Act to all six RTOs and ISOs under its jurisdiction — PJM (EL26-67), SPP (EL26-68), MISO (EL26-70), CAISO (EL26-71), and ISO-NE (EL26-72), along with NYISO.
Each grid operator and its transmission owners have 60 days to either justify why current tariffs remain just and reasonable without large-load provisions, or file tariff changes that fix the gaps FERC identified. That window closes in mid-August.
FERC named five reform categories: efficient transmission service application and study processes, preventing cost-shifting with cost transparency, accommodating co-location and behind-the-meter generation, new transmission services for flexible large loads, and a process to study generation serving electrically proximate and co-located large loads.
What This Means in the Control Room
Large-load interconnection just became a tariff-and-reliability problem, not only a queue problem. Planners will need firm study assumptions for flexible and curtailable loads; reliability coordinators need real visibility into co-located and behind-the-meter generation that can swing net load fast.
Compliance teams should be tracking their own RTO's filing now — the study, modeling, and cost-allocation language each operator files will set the planning and operating assumptions you live with this fall.
