PJM Could Break Its All-Time Peak Today as DOE Emergency Orders Put Data Center Curtailment on the Table

PJM is forecasting a peak load of 166,304 MW for today, July 2. If it verifies, that breaks the RTO's all-time summer hourly integrated peak of 165,563 MW — a record that has stood since 2006.

Per its June 30 operations update, PJM has a Hot Weather Alert in effect through July 3 across its entire footprint, plus Maximum Generation, Load Management, and Low Voltage Alerts issued for July 1. A Maintenance Outage Recall went out June 25, calling all maintenance outages back to service.

The bigger headline for operators: PJM requested and received a DOE Section 202(c) emergency order authorizing transmission owners — as a last resort before voltage reduction or load shed — to curtail data centers and other large loads that have backup generation. A second 202(c) order grants emissions relief for generators July 1 through July 3.


What This Means in the Control Room

A 20-year-old peak record falling isn't weather trivia — it's confirmation that large load growth has moved the demand curve faster than most planning assumptions. Every RC, BA, and TOP in the Eastern Interconnection should be watching how PJM sequences its emergency procedures this week.

The 202(c) authorizing curtailment of data centers with backup generation is the piece to study. It formally slots large flexible loads into the emergency operations stack ahead of voltage reduction and load shed. Expect this template to show up in other regions' emergency plans, seasonal preparedness reviews, and EOP-011 conversations.

If your area is importing from or exporting to PJM this week, note the Maximum Generation Alert language: exports may be curtailed. Interchange schedules, reserve sharing assumptions, and next-day studies should reflect that.
