PJM Likely Shattered Its All-Time Peak Record — and Nearly Curtailed Data Centers
On July 2, PJM's instantaneous load hit approximately 162,700 MW between 5 and 6 p.m. — and that number was suppressed by roughly 6,000 MW of activated demand response. PJM says actual demand likely surpassed the all-time record of 165,600 MW set in 2006.
The official figure won't land for 60 days, the window PJM needs to calculate DR performance. But the operational picture is already clear: generation tripped offline during the July 2 evening peak, emergency demand response was called, and PJM warned transmission owners to prepare for possible curtailment of data centers and other large loads. That step was ultimately not required.
Behind the scenes, PJM secured two DOE 202(c) emergency orders: No. 202-26-33, authorizing curtailment of large loads with backup generation as a last resort before voltage reduction or load shed, and No. 202-26-32, granting temporary relief from environmental permit restrictions on generating units. Both have been extended through July 6. A Hot Weather Alert remains in effect through today, July 4, and into July 5 for the Mid-Atlantic and Dominion zones.
What This Means for Operators and Planners
A new rung just appeared on the emergency procedure ladder. Directed curtailment of data centers to backup generation — ahead of voltage reduction and load shed — is now a live, DOE-authorized tool in the largest RTO in North America. If you're in a control room, expect this to show up in your EOPs, your training scenarios, and your next drill.
The record itself tells the bigger story. PJM's 2006 record stood for 20 years. Large load growth erased that headroom in a single heat wave, and it took maintenance recalls, DR activation, export curtailment notices, and two federal emergency orders to hold the system together. Operating margins that used to absorb a unit trip now require the full playbook.
