PJM Likely Broke Its 20-Year Peak Record as DOE Data Center Curtailment Order Runs Through July 6
On July 2, PJM's instantaneous peak hit approximately 162,700 MW between 5 and 6 p.m. — and that number was suppressed by roughly 6,000 MW of activated demand response.
PJM says the true peak likely surpassed its all-time record of 165,600 MW, set in 2006. The official figure won't land for 60 days, the window required to calculate DR performance.
The backdrop: two DOE Section 202(c) emergency orders. Order No. 202-26-33 authorizes transmission owners — as a last resort before voltage reduction or load shed — to curtail data centers and other large loads that have backup generation. Order No. 202-26-32 grants temporary relief from environmental permit restrictions for generating units. Both have been extended through July 6. A Hot Weather Alert remains in effect through today, July 5, for the Mid-Atlantic and Dominion zones.
What This Means in the Control Room
During the July 2 evening peak, generation tripped offline while the system was already leaning on emergency DR. PJM issued a warning preparing transmission owners to move large loads to backup generation. It didn't come to that — but the procedure is now live doctrine, not theory.
