PJM Likely Broke Its 20-Year Peak Record — and DOE Emergency Orders Are Still Active
On July 2, PJM's instantaneous peak hit approximately 162,700 MW between 5 and 6 p.m. — and that number was suppressed by roughly 6,000 MW of activated demand response.
PJM says the true peak likely surpassed the all-time record of 165,600 MW set in 2006. The official figure won't land until after the 60-day window used to calculate demand response performance.
Two DOE emergency orders under Federal Power Act Section 202(c), both issued June 30, were extended through the holiday weekend. Order No. 202-26-32A grants temporary relief from environmental permit limits for generating units and expires at 11:59 p.m. ET tonight, July 6. Order No. 202-26-33A authorizes PJM to direct backup generation at data centers and other large loads as a last resort before or during an EEA 3, and runs through July 7.
What This Means in the Control Room
Large-load curtailment just moved from paper to one step short of execution. During the July 2 evening peak, generation tripped offline and PJM warned transmission owners to prepare to shift data centers to backup generation. It wasn't needed — but the procedure was staged, not hypothetical.
For operators and RCs: the EEA progression in PJM now carries a federal 202(c) layer ahead of voltage reduction and load shed. If your TO or EDC hasn't walked through how a directive to curtail large loads actually gets executed on your system, this week showed the gap gets tested in real time.
For compliance and planning teams: any unit that ran under permit relief needs its operation documented against the order's terms, and EOP-011 emergency plans should reflect these new tools. And note what the record itself says — a likely all-time peak with 6,000 MW of DR deployed means the load growth everyone has been forecasting is no longer a forecast.
