Grid Pulse | June 12, 2026 — FERC Finalizes IBR Ride-Through Rules: What Every Grid Operator Needs to Know

Solar, wind and battery inverters modeled for reliable bulk-power system integration

On June 5, 2026, FERC approved a final rule establishing mandatory reliability standards for inverter-based resources (IBRs) — the most consequential grid reliability action targeting wind and solar generators in NERC’s history.

The new standards, developed in coordination with NERC, require IBRs to remain connected during voltage and frequency disturbances — a capability known as ride-through. Until now, most mandatory reliability standards were written for synchronous generators. IBRs use power electronics to convert DC to AC and had no equivalent binding ride-through requirement. That gap is now closed.

The rule finalizes proposals from FERC’s December 2024 Notice of Proposed Rulemaking and becomes effective 30 days after publication in the Federal Register — putting the compliance clock squarely in the summer of 2026.


What This Means for Operations and Compliance

For Generator Operators, Transmission Operators, and Reliability Coordinators, the practical implications are immediate:

Generator Operators (GOPs): IBR owners and operators must verify their equipment meets the new ride-through settings for over/under voltage and over/under frequency ranges defined in the NERC standards. This is an equipment configuration and documentation task — not optional, and not distant.

Transmission Operators (TOPs) and Reliability Coordinators (RCs): IBR fleet behavior during disturbance events will change. Contingency analysis, operating procedures, and real-time situational awareness tools need to reflect updated IBR ride-through expectations. If your stability studies assumed IBRs would trip during certain disturbances, those assumptions may need revisiting.

Compliance teams: Begin mapping which facilities fall under the new standards now and start building evidence documentation before auditors arrive. The 30-day Federal Register clock is not much runway for organizations operating large IBR fleets across multiple reliability regions.

Timing matters for another reason: the FERC/NERC Summer 2026 Reliability Assessment (published May 2026) flagged elevated risk in the NPCC-NE, western ERCOT, and WECC-NW regions under extreme operating conditions, with above-average heat consumption forecast across multiple areas. Finalizing IBR ride-through requirements ahead of peak summer operations is a deliberate reliability risk management move — designed to reduce the probability of cascading IBR trip events during high-stress grid conditions.


The Bottom Line

IBR penetration on the bulk electric system is not slowing down. Wind and solar now represent a material share of generation in nearly every RTO and ISO footprint. FERC and NERC just made clear that the reliability framework is catching up to that reality.
