FERC Orders All Six RTOs to Justify or Reform Large-Load Tariffs in 60 Days
On June 18, 2026, FERC issued tailored show cause orders under Section 206 of the Federal Power Act to all six RTOs/ISOs it oversees: PJM, MISO, SPP, CAISO, ISO-NE, and NYISO.
Each operator and its transmission owners now have 60 days to either defend their current tariffs as just and reasonable, or file changes that add provisions tailored to large loads like data centers and manufacturing plants.
There is also a 30-day clock: every operator must submit an informational report on how it will ensure adequate generation is available to serve existing and new large loads.

The orders tee up five reform categories: efficient transmission study processes, preventing cost shifting with cost transparency, accommodating co-location and behind-the-meter generation, new services for flexible large loads, and studying generation that serves electrically proximate loads.
