FERC Puts All Six Grid Operators on the Clock for Large Loads
On June 18, FERC issued tailored orders to show cause under Section 206 of the Federal Power Act to every RTO and ISO it oversees — PJM, MISO, CAISO, SPP, NYISO, and ISO-NE.
Each grid operator and its transmission owners now have 60 days to justify why their current tariffs remain just and reasonable without provisions tailored to large loads — or to file the changes FERC identified.
There's a faster clock inside that one. Within 30 days, each operator must file an informational report describing how it will ensure adequate generation is available to serve both existing and new large loads.
What This Means in the Control Room and the Compliance Office
FERC laid out five reform categories: efficient transmission service study processes, cost-shift protection and cost transparency, co-location and behind-the-meter generation, new transmission services for flexible large loads, and a process to study generation serving electrically proximate large loads.
The orders deliberately leave each RTO room to define what a "large load" is and to set region-specific operational requirements. That means the curtailment terms, ride-through expectations, and study assumptions your planners and operators work under could shift inside one season — not one cycle.
Transmission planners should expect new study obligations. Reliability coordinators and operators should watch how flexible-load and co-location rules translate into real dispatch and curtailment authority.
