FERC Hits All Six RTOs With Show Cause Orders on Large Load Rules
On June 18, FERC issued tailored show cause orders under Section 206 of the Federal Power Act to every grid operator it regulates — PJM, MISO, SPP, CAISO, ISO-NE, and NYISO.
The orders direct each RTO/ISO and its transmission owners to justify why their current tariffs are still just and reasonable for data centers and other large energy users — or file tariff changes within 60 days.
Each order tees up five reform categories: efficient transmission service and study processes, cost-shift protections with cost transparency, co-location and behind-the-meter generation, new services for flexible large loads, and a process to study generation serving electrically proximate and co-located loads. A separate informational report on generation adequacy is due in 30 days.
What It Means in the Control Room and the Compliance Shop
This is a 60-day clock running across six footprints at once. Tariff, interconnection, and planning teams are now drafting filings — or defenses — on the same calendar, and operators will live with whatever lands.
Transmission planners should expect new large-load study processes and co-location rules to reshape queue treatment and proximate-generation assumptions. Reliability and compliance staff should watch how generation-adequacy commitments turn into firm obligations, curtailment terms, and study assumptions feeding TPL and FAC work.
