FERC Puts All Six RTOs on the Clock Over Large-Load Tariffs
At its June 18 open meeting, FERC issued show-cause orders under Section 206 of the Federal Power Act to all six organized markets: PJM (EL26-67), SPP (EL26-68), NYISO (EL26-69), MISO (EL26-70), CAISO (EL26-71), and ISO-NE (EL26-72).
Each grid operator and its transmission owners now have 60 days to do one of two things: show why their current tariffs remain just and reasonable without large-load-specific provisions, or file the tariff changes needed to address the gaps the Commission identified.
FERC also directed each operator to submit an informational report explaining how it will ensure adequate generation is available to serve both existing load and the new large loads lining up to connect.
What This Means in the Control Room and the Compliance Shop
This is no longer a rulemaking that lives in a comment docket. The 60-day clock is running, and it lands on the operators—not just on data center developers. Tariff teams, transmission planners, and interconnection groups are now drafting filings on a hard deadline.
The generation-adequacy report is the part reliability coordinators should watch. FERC is effectively asking each RTO to put on the record how it keeps resource adequacy intact while tens of gigawatts of flexible, fast-ramping load show up—the same load behavior NERC flagged in its May Level 3 alert on computational loads.
