FERC Starts the Clock on Large-Load Tariffs
On June 18, FERC issued tailored show cause orders under Section 206 of the Federal Power Act to all six jurisdictional grid operators — PJM, MISO, SPP, CAISO, ISO-NE, and NYISO.
Each RTO/ISO and its transmission owners now have 60 days to either justify why their current tariffs remain just and reasonable without large-load provisions, or file the tariff changes FERC is demanding.
There is a tighter clock too. Within 30 days, each operator must submit a detailed information report on how it will ensure adequate generation is available to serve both existing and new large loads.
What This Means in the Control Room and the Planning Office
The orders name five reform categories: efficient transmission service study processes, cost-shift prevention and cost transparency, co-location and behind-the-meter generation, new services for flexible large loads, and a process to study generation serving electrically proximate loads.
For planners and interconnection teams, this compresses years of stakeholder debate into a summer filing sprint.
