FERC Gives the Six RTOs 60 Days to Fix Their Large-Load Rules
At its June 18, 2026 open meeting, FERC issued tailored show cause orders under Section 206 of the Federal Power Act to all six RTOs and ISOs it oversees: PJM, MISO, SPP, CAISO, ISO-NE, and NYISO.
Each grid operator and its transmission owners now have 60 days to either justify why their existing tariffs remain just and reasonable without large-load-specific provisions, or file tariff changes that address the issues the Commission identified.
The orders flag five reform areas: efficient transmission service and study processes, preventing cost shifting with transparency into transmission costs, co-location and behind-the-meter generation, new services for flexible large loads, and studying generation that serves electrically proximate large loads.
What This Means in the Control Room and the Compliance Shop
This is not a notice of inquiry you can sit on. The 60-day clock from June 18 lands responses in mid-August, and the dockets are already moving (SPP under EL26-68, ISO-NE under EL26-72, with the full set running E-7 through E-12).
For transmission planners and interconnection teams, the immediate work is data: load forecasts, study assumptions, and cost-allocation logic that can withstand a just-and-reasonable challenge. For operators, the co-location and flexible-load provisions touch how these loads behave during tight conditions — the same hours PJM just rode through near record peaks.
Whatever each RTO files, the direction is set. Large loads are getting their own interconnection and service framework, and the teams that understand the precedent forming across all six regions now will be the ones steering it rather than reacting to it.
