FERC's 60-Day Clock on Large Loads Is Now Running for All Six RTOs
On June 18, FERC issued tailored show cause orders under Section 206 of the Federal Power Act to every RTO and ISO it oversees: PJM, MISO, SPP, CAISO, ISO-NE, and NYISO.
Each order gives the RTO and its transmission owners 60 days to do one of two things — justify why their current tariffs remain just and reasonable without large-load-specific provisions, or file tariff changes that fix the gaps the Commission identified.
The orders tee up five reform categories: efficient large-load study and service processes, preventing cost shifting onto other customers, accommodating co-location, new service options for flexible loads, and studying generation that serves large loads. With a June 18 issuance, responses land in mid-August 2026.
What This Means in the Control Room and the Compliance Office
This is no longer a planning-horizon conversation. Tariff and interconnection teams in all six footprints have a hard, near-term filing deadline, and transmission planners need defensible study assumptions for multi-hundred-megawatt loads that can ramp faster than any RTO process was built to handle.
