NERC Sets an August 3 Clock on Computational-Load Reliability

NERC has issued a Level 3 Essential Action Alert — its highest alert tier — addressing the reliability risks that data centers, AI training, and crypto-mining loads pose to the bulk power system.

The Alert went out May 4, 2026 to Transmission Planners, Planning Coordinators, Transmission Owners, Balancing Authorities, Reliability Coordinators, and Transmission Operators. Acknowledgement was due May 11. Reporting is due by midnight Eastern on August 3, 2026.

It defines a "computational load" as 20 MW or greater, connected at 60 kV, with more than 1 MW of IT load — and lays out seven Essential Actions covering modeling, system studies, the "qualified change" definition, commissioning, protection against non-consequential firm load loss, dynamic fault recording, and operator communications.


What This Means for Your Control Room and Compliance Team

This follows NERC's earlier Level 2 Alert, where responses showed most entities lacked the processes to handle computational loads the way they've long handled conventional load. The Level 3 escalation is the signal that voluntary best practice is hardening into expectation — and that responses will be aggregated for FERC under Rule 810.

For RCs, TOPs, and BAs, Essential Action 7 is the one to read twice: establish Interpersonal Communication and joint operating procedures with computational loads so you can issue instructions by voice, SCADA, or other means before a BES emergency. That is a real-time situational-awareness obligation, not a planning footnote.

For planning and protection teams, Actions 1–6 mean new modeling data requirements (PERC1 or better), revised contingency files for simultaneous load loss, commissioning checklists, and dynamic fault recorders. With reporting due August 3, the window to scope the work and document your plan is now measured in weeks.
